Even if Mediterranean women share the ultimate goal of gender empowerment, the existing disparities in terms of economic development and institutional progress framework between the two shores made it necessary to analyse the two areas separately: : while the North is more developed, the conditions in the South are still penalising for women. Today the international cooperation approach has changed from the western concept of Nation, connected with the notion of democracy, to the sustainable concept of good governance. The prerequisite for the analysis and overcoming of the gap between men and women is the institution building (sharing the institutional governance), particularly after the ending of conflicts. Lastly, it should be underlined that each country has different peculiarities, and cooperation activities should be organized considering and respecting all diversities.

Même si les femmes méditerranéennes poursuivent les mêmes objectifs sur les questions de genre, les disparités existant entre les deux rives de la Méditerranée dans le domaine du développement économique et institutionnel, impliquent une analyse séparée du Nord et du Sud. Tandis que l'un est plus développé, l'autre continue à pénaliser les femmes. Aujourd'hui, l'approche par la coopération internationale a permis de passer du concept occidental de nation lié à celui de démocratie, à la notion de bonne gouvernance. Les prérequis nécessaires à l'analyse et à la réduction de l'écart entre hommes et femmes sont la mise en place d'institutions, particulièrement après la fin des conflits. Enfin, chaque pays ayant ses spécificités, les activités de coopération doivent être organisées et respectant ces différences.
