This article presents our research on a well-documented stylized fact: the social construction of water scarcity. Starting with the hypothesis that the study of water use standards offers a relevant frame of reference to deal with scarcity, this proposal suggests that water use is directly linked with the social representations of water. This analysis is based, on the one hand, on a varied empirical corpus: several field surveys (semi-directive interviews), articles from the local and national press and official documents. On the other hand, we develop an institutionalist analysis. We show that the water crisis in the Almería region is a crisis of water use standards, which as led to the overexploitation of water resources.

Cet article porte sur un fait maintenant bien documenté : la construction sociale de la pénurie. Partant de l'hypothèse que l'étude des normes sur l'eau constitue une entrée pertinente pour appréhender la question de sa raréfaction, cette recherche considère que les usages sont directement liés aux représentations de la ressource. Nous nous appuyons sur un corpus empirique issu d'une enquête de terrain qualitative et sur l'analyse institutionnelle. Nous montrons que la crise de l'eau est une crise de la norme qui représente l'eau comme une simple ressource d'allocation inépuisable qu'il suffit de mobiliser.
