Quel peut être l'impact de la mise en place d'un signe officiel de qualité sur le devenir des filières et des activités ? L'exemple du Brocciu (un fromage de lactosérum) montre que ces effets sont parfois très éloignés de ceux qui pouvaient être espérés. La création de l'Appellation d'Origine Brocciu en 1983 est davantage le fruit d'un marchandage politique que l'expression d'un projet visant à protéger et valoriser un produit typique. Il est bien davantage question de consacrer symboliquement l'exception corse que de contribuer à la reconstruction d'une filière mise à mal par près d'un siècle d'emprise incontestée des industriels de Roquefort. La procédure a été lancée prématurément sans visibilité et sans projet préalable. La démarche a été mise en oeuvre dans une logique d'uniformité sans prise en compte des spécificités liées à l'origine du produit : faute de pouvoir tenir compte des spécificités et des clivages territoriaux ou socio-économiques elle n'a pas pu induire la nécessaire réinvention des savoirs élever et des savoirs fromagers corses. Faute d'avoir réussi à mobiliser ou construire les savoirs organisationnels indispensables, elle n'a pas davantage réussi à maîtriser les conflits entre les opérateurs de la filière qu'à caler et dépasser les différences dans la construction d'une véritable coopération. Au-delà du Brocciu, l'échec du parcours de qualification est aussi celui de l'ensemble des filières fromagères et des élevages corses.

What can be the impact of the setting up of an official quality indication on the fate of a sector and its activities? The example of Brocciu (a whey cheese) shows that the effects are often far from those that were hoped for. The creation of an Appellation d'Origine for Brocciu in 1983 was more the fruit of political dealing than the expression of a project aimed at protecting and promoting a characteristic product. It was much more a question of the symbolic consecration of the 'Corsican exception' than of contributing to the reconstruction of a sector suffering after nearly a century of clear domination by the Roquefort industry. The procedure was launched prematurely with no visibility and with no prior project. The process was performed with an approach based on uniformity with no taking into account of the special features related to the origin of the product: as the specific features and territorial or socio-economic aspects were not allowed for, it was not possible to induce the necessary re-invention of Corsican animal husbandry and cheese-making skills. For lack of having succeeded in mobilising or developing the essential organisational knowledge, it was not able either to master the conflicts between sector operators or settle and go beyond the differences in the development of true cooperation. Beyond the question of Brocciu, the failure of the qualification procedure is also that of all the cheese and livestock farming chains in Corsica.
