The development of marine fish farming in Tunisia is closely linked to the marketing of aquaculture products particularly to the competitive export markets of sea bass and sea bream. In order to favour the development and the promotion of aquaculture activities, a proper strategy was elaborated through the establishment of a Master Plan. The production cost in raceway of sea bass and sea bream is estimated at 8.5 TND/Kg (1 TND equal to 1.1 $U.S.A. equal to 5.3 FF). The cost of packaging and commercialisation to Italy is 1.3 TND. The CIF market price is then 2 TND/Kg higher compared to the actual market price (9.8 TND/Kg against 8 TND/Kg). It is thus recommended that CIF prices should not exceed 6 to 7 TND/Kg to allow a sustainable development of marine fish farming. The conducted studies during the elaboration of the Master Plan proved that the one land grouping of marine fish farms with common pumping station and the required infrastructure (electricity, access ward, soft water, etc.), is necessary to reduce the investment's cost. With respect to the new Code, it is foreseen that the Tunisian Government contribute by bearing totally or partially the management fees, especially in the north coast where several sites show high potential level. The Government realized that the selection of sites and its allocation to private producers will lead to the following: (1) Reduce the investment costs and facilitate the identification of required sources of finance. (2) Minimize the production cost thanks to the amortization and the financial fees reduction. The stimulation of economic data applied to Ras Lahmar site, considered as a case study in the Master Plan, showed that the market price of sea bass and sea bream in Tunisia could be competitive when exporting to European countries.
