The purpose is to provide planners with a framework for effective and systematic approach to develop strategies that respond to the drought risk situation, the objectives of water and land management and water right priorities, and the stakeholder needs. Although this component has been developed in the context of Mediterranean countries, it exemplifies many other situations with limited water supplies and conflicting users. The approach emphasizes risk-based drought management as a critical approach to mitigate the impacts associated to drought-induced water shortages.
