The author explains the world situation in recent years, how people consumed more than what was produced, and the present imbalance between demand and production. He emphasises the role of China. He describes the need for a radical reconsideration of the Common Agricultural Policy in order to satisfy the new needs for grains, deregulating the markets and following the decisions of private agents, such as the farmers.
